Well that should be a start. HTML EditorsIf you're using Windows, you can use that nifty program called notepad. Any text editor (vi, emacs, pico, or SimpleText) is fine for HTML and allows fro better control of the web page design. Sure there are wysiwyg editors, but they have a habit of creating lousy code that doesn't validate, plus we're all pretty much code snobs here. :-) Graphics Programs

Web GraphicsFirst pick the appropriate format for the graphic. The general rule is for photos use jpeg and images with sudden color changes and fewer colors (drawings) with gif. Then optimize the graphic from there. Jpegs can have the compression settings modified so that the file size is smaller. Whereas with gif files, you can reduce the number of colors in the palette, which will decrease the file size.
There is also the problem that systems that can only display 256 colors, may not be able to display all the colors so then dithering of the image will occur.
